Some ramblings from someone who has never done this:

Why not contact your local CHamber of Commerce and ask them?

Are you going to do it from your home or rent a space? Ask them what considerations you should know about before renting.

Do you have a name? You'll want something homey and cutesy. Also, things that begin with A,B,C... are at the top of the alphabetical lists (duh!) so people will see your phone number first.

Advertising: consider an ad in the local phone pages. It can be expensive, but at least people will know you're there.

Inventory: do you have enough to get you started? Or at least enough materials to make that inventory?

Finances: Ask the Chamber of Commerce here too. There are bound to be some tax codes and other consideration.

*** Try the Small Business Administration... I bet you can find them online and that they'll have a pamphlet on starting a new business.
