Here are several sites that should get any webmaster going in the right direction. The below links are all websites that I highly recommend.

W3C -- Web Standards etc.

Dynamic Drive -- Javascript and CSS Coding Support (the css section is awesome)

Google Webmasters --Webmaster Resources

Webmaster Forums -- Lots of HTML and CSS tips from other webmasters

HTMLGoodies -- Just what the name says, Goodies!

HTMLDog -- More HTML and CSS tips and tricks

HotScripts -- Huge resource for PHP and ASP based scripts

FileZilla -- Open Source FTP client (the only one that I use!)

GIMP -- Excellent open source (FREE!!) graphics editing program. Some designers prefer this software over photoshop.

SourceForge -- Probably the largest listing of open source software on the internet

iStockphoto -- Stock photos for your websites

Dreamstime -- More great stock photos

CSS Templates -- Although I despise the use of templates in web design, they are a great place to start if you are just learning. Download and learn css by looking at the source code.

Good Tutorials -- Lots of great tutorials on designing

Google -- Last but not least Google. Why am I putting Google on this list? Well, because Google is your friend. Everything I know, I learned from searching google (and a little bit of trial and error of course). There is literally tons and tons of info, tutorials, and resources out there on web design and google can help you find it all.

Stock.Xchang - Provides free stock photos

StockVault - Provides free stock photos

Tutorialzed - Provided great tutorials for web design, popular software and more

Font Freak - Great source for fancy fonts.
