I've been wanting to redo Liam's room for a while; now with the new baby, I want to get on the ball and make sure it's done this summer so Liam doesn't associate all the changes with the new baby. We'll be putting the toddler bed he's using now back into it's crib form and getting him a twin bed and new bedding.

Here's my debate: which room to use for Liam. Right now, he's in the larger of our two other bedrooms. It has the larger closet. The other room is currently our computer room and will become either Liam's or Deuce's room. It's not that much smaller, has a slightly smaller closet (although, plenty big enough), but also has two large built in cupboards. They're only about 20-24 inches wide, but like 3 ft deep, so I think they would work best for Liam's toys.

Should I keep Liam in the same room and just redecorate it when we switch the beds or should I make the other room his "big boy" room?

I would keep him in the same room - it's always been his and there really isn't a big reason to make that change. Maybe you can turn a portion of his larget closet into shelves so toys can be stored?

See I always was raised that the older sibling got the larger bedroom. But I totally agree w Gillian, why move him if he is comfortable in there....
