I only briefly skimmed so sorry if I completely missed the mark.
I think an age restriction of 18 is way to old. I know that this isn't quite the same, but at 15, I got a job working at horse stables. I was taught safety guidelines because there were some machines that I had to use but it wasn't anything too complicated. I would have been quite offended if I was told that I was too young to use certain machines. Also, if they are concerned with keepins minors safe, they might as well raise the driving age.
I also worry that this could hurt the organic farm industry, many of such farms in my area are family run. Organic food is already expensive and I'd hate to have to pay more :/
