Oh man talk about COLD!! But either way its the states. I have a few friends who where in Germany with us that are there, and they say base housing is nice.. Congrats on finding out where your going, time will for sure fly by now!
I've been there...I was actually stationed at Cavalier AFS (a few hours east) in North Dakota but I had a lot of friends at Minot and hung out there whenever I could. The town in pretty decent...pretty good restuarants and shops for being a town in North Dakota. My only real complaint (besides the obviously long winter) is that the base is kinda annoying far away from the town. In other words, you have to drive into town from base to get to stuff. Oh, and also it's expensive to fly out of Minot.
On the positive side, there is lots of outdoor recreation and wide open spaces. And the cost of living is low.
I've been there and liked it a lot better than other bases I've been on. DH was stationed there when we met, before he got out of the AF. Honestly I didn't think the drive from town to the base was bad. It's a straight drive, only turning is to get to the front gate.
As for the cold, DH is from TX and I am from ND. He takes the cold a lot better than I do. Just get a good winter jacket (like Columbia). Also invest in a good remote starter for your car (Astro Start are the best). Cost of living is pretty good here, we were able to buy our house for LESS than a friend that bought a trailer home in MN.
