How do i make it look like water is moving in a sig? and how do i cut out pics but leave some background in like this??

As far as the fading out, you can do it with feathering or a big soft eraser. If you go around your photo with an eraser set to a hardness of 0 and anywhere from a 60 to 100 size at first just going around the edges and then making your brush smaller if you need to to do any touching up you can get this effect.
