I don't know about an actual tutorial (maybe Trish can help) but since Elements doesn't do the "text on a path" think you'll hear people talking about, what I use are templates from Atomic Cupcake. You can find them here. It says for PSE 3 only, but I use them in PSE 6. I open it and then just replace their text with my text, change to the font I want and drag it to my siggy and re-size. It takes a little work to get it just right, but it's worked well for me in the past.

ahh! no no no. don't use that! it always froze my pse or shut it down. i believe it did it to others also.
what you need to do is make your font size bigger or put more into the saying to keep it from shrinking it, and even if it does you can always resize it. in my experience with using pse's curved text as long as you have 2-3 words in the area it keeps the font from warping to much. also if you want to do a circle you can do 2 1/2 circle and put them together or you can create a circular shape and use the curved text on just a few words at a time, adjust the bend amount and then fit them together around the circle. same with creating what looks like text on a path.
