Bubbly text, and Picture borders?

First, how do I make my text look "bubbly", and shiny like? LOL, I hope that makes sense.

Also, is there a way to make a border around a picture?

For the text, play around with the bevel and emboss. What version of Photoshop do you have?

For my settings, I have the style as inner bevel, technique is smooth, direction is up, depth is 91, size is 7, angle is 124 and altitude is 60. Then I play around with it til I get how I like it.

For a border around the picture, just add a stroke. Let me know if you need help!

On my program I cannot do that cool shiny text look with a bevel. :/

Add a stroke as Kat said for the border around the pic.

The only way I can make mine look "shiny" is by adjusting the angle of the bevel - which in Photoshop is a little circle under "shading" in the bottom part of the bevel screen. I just move the little cursor around until the text looks how I want.
