I think you're asking how to add a stroke. It's explained in the first siggy school lesson for PSE. Here's an excerpt: To add a stroke to the text you will have to first simplify the layer. Simplify your layer by going to the layer pallette and right clicking on your text layer and then select simplify layer. (Text must be simplified first to add a stroke where images can be done without simplifying.) Select Edit> Stroke (Outline) Selection. Change the stroke color to white. You can adjust the size of the stroke by changing the number in the size from 2 to whatever size you want your stroke to be.
There's also another way to do it without simplifying the layer. Once it's simplified you can't edit the text so I preferred to do it the other way when I was using PSE.
