Okay, I just checked and you have to do it the way you are doing it. I wish that there was an easier way. Sorry!!
Edited to say that I did figure it out. Add one layer with the blending options and then after you do that, go to Edit>stroke and you can add another stroke there. Just make it opposite of what you did in blending options.

Okay, here is how I do it. Go to Edit > Stroke and add your stroke there. It's permanent there verses layer style where you can get rid of it layer. Just set the first stroke a bigger size than the second one. Or you can add a stroke there and then add a second stroke through the layer styles.
