Im not really sure how to make anything glitter at all can someone please explain how i can make a picture glitter.

I usually do this in PSE:

I just take what I want to glitter and duplicate it three times and then I go to Filter--Noise--add noise and then on one of them I use amount 15 uniform...and then the next one I use 16 and the next one 17 and then I go to save for web and I use the lowest animation number.

and here are the results:

Yep, that's how I do it too.

When you go to save for web, make sure you use the pull down menu to save it as a GIF, not a jpeg or png. Then click the box next to 'animate'. Then at the bottom right, I usually choose 0.1 as my frame delay, but you can play with it til you like it..
