Moving water in PSE3 - help

I have a picture. It is on it's own layer (no background layer). I lasso the area I want to animate, cut/paste to new layer, duplicate the layer 3x and add a different ripple to each layer of water.
Here comes the issue...when I go to "save for web" and choose animate the picture flashes and then each layer of the cutout water flashes. They are not together. If I merge any layers I can't animate it.

Am I missing something or just doing it completly wrong?

You have to copy the original image 3 times, once for each layer of "ripple". I might sound stupid trying to explain this LOL! But here it goes...

You'll need 3 duplicate layers of the image that ISN'T animated. Then 3 layers of the animated water. Merge one layer of the non-animated part with one layer of animated water. Then merge the next layer of non animated graphic with the next layer of water, and then merge the last 2 layers together too. You should end up with 3 layers.

Let me know if you need me to make screen shots. I know it's hard to follow lol especially because I'm awful at explaining things

Looks great! I might even go a little more dramatic on your ripple. And maybe a tad faster animation. But it looks really good!

Thank you! I was being too careful with the ripple and animation. I didn't want it to come out like the ocean! LOL!

I will adjust it - thank you for your help. You explained it perfectly by the way.
