How do I make shapes and stuff with the cut out tools? You know like hearts, stars, ovals etc.

Even better, which ones are the cut out tools?

How do I make rounded borders?

With the frames action, when I add a certain frame how do I color it?

Also, is there a way to make the background on pictures blurry but keep the one object you want to stand out clear?

Thanx.

Do you mean like this?

If so, it's done with the custom shape tool. That's explained in the first link Misty posted above. You would just use the rounded rectangle as your shape.

I'm not sure what you mean by frames action. Could you post an example?

I tried the instructions on that link yesterday and kept getting stuck at step 3, I couldn't figure out how the move the image to the back or anything and the magic wand tool wasn't cooperating either. Actually it kept saying my layer was partially locked as well and I couldn't even figure how to unlock it. I am using PS 7.0.

I will try those blurring instructions later today and see how it turns out.

With the frams action I mean when I go to load action and pick frames up comes a bunch of diff selections in my actions box, like wave. ripple etc, when I press it, it puts a funky border around my photo but it is always white, I would imagine there is a way to change that?

I am not sure about the frames thing...to make rounded corners like Lindsey showed or to make things into shapes one way to do it is to put the shape (for the rounded corners put your rounded rectange shape) on a canvas and then put the pic or scrapping paper over it and then right click on the top layer in the layers pallette, choose create clipping mask and it will make it that shape..then you can merge it
