Photoshop Elements is the "baby" version of photoshop, it is about $100. Available on the adobe website.

There is also a program called GIMP that is free. You can pretty much do anything in that program that you can in photoshop.

You can also try Ebay. When I first started, I bought Elements (brand new copy) on Ebay for about $40.
