I haven't opened gimp without my stuff installed in years but its right next to the filters. I don't remember if it shows up if you've not installed it or not though.

I can't remember if it was there when I downloaded the latest version or not (only did it the other month!!) but I don't think it was. I downloaded the layer effects Layer Effects | GIMP Plugin Registry to the scripts folder and I think that is when Script Fu appeared.

You need to download Layer Effects | GIMP Plugin Registry to your scripts folder. Once you've done that restart Gimp and they should appear in your script fu menu.

*note* there is no add border now, stroke does the same thing though. make sure position is set at 100% and then play around with size to get the thickness you want.
