I think Corel has really confused people by calling tubes, tubes. Tubes are simply clip art on a transparet background. They can be opened in PSP just like any other image file. You shouldn't add many to the tube folder within PSP because that can seriously slow down the program load time.
Tube format in lower versions of PSP is .tub files. In new versions (X and up) it is .PSPTube. I don't think you can open the newer files in lower versions. To work around that, you can manually change the file extention to .tub.
