Once you have completed your siggy and saved it as a PSP file (you'll want to do that in case you need to edit it later), click on File>Export>JPEG Optimizer Web as shown here.



A screen will pop up (shown below). There are two things that you want to look for. The first thing I have circled below is the Compressed size (shown in bytes). You'll want that number to be under 100,000 bytes. Below that is the compression value. Adjust that number up and down till you get your compressed file size under 100,000 bytes.
