I saw this one in the latest issue of Memory Makers magazine and am just itching to try it!

You will need a circle cutter and some foam adhesive squares or pop dots. Basically you cut several different coordinating papers into circles and rings. When you assemble the page you layer the circles on top of each other so they are raised (using the foam adhesive). It gives a really great effect and has GREAT depth.

Here is a link to an example I found. Not sure if she used the raised effect, but this is basically what it will look like.
