I don't think it's a bad height at all. I mean, really, it's going to get an average sized child to 5-6 years old, when they're completely safe to go into a booster. For the majority of children, they don't need a higher harness height.
I can see the disappointment for those who have bigger children, with longer torsos, or children who need to remain harnessed longer for other reasons, though. But for the price point that the Argos 70 will be, you can get a Frontier 85 for not much more, sometimes less (than the Argos 70 Elite).
