There is no such thing as the "safest" seat. All seats on the market pass the same standards of testing. If a seat failed the standards, they don't get sold in stores. The safest car seat is the one that fits your car, your child, and your budget and is installed and used properly 100% of the time.

What vehicle will the seat be installed in? Any other back seat passengers? Budget?
