Are you allowed to use your time off by the hour or do you have to use them at 4 hour intervals?

I can use time off by the half-hour. But I am a Federal Civilian Employee.

I can use personal time by the hour and vacation time by the 1/2 day (5 hrs). I get 120 hours of vacation every year that I have to use before the end of the year or I lose it. I get 120 hours because I have worked for the company for over 5 years. Standard is 80 hours/year. I get 50 hours of personal time (everyone gets the same amount).
