We have three garbage bins, one for household rubbish, one for green waste (prunings, leaves in autumn, etc) and one for paper/plastic/cans.
The household rubbish goes out every week and the green waste and the recycling bin go out once a fortnight on a rotational basis, the council sends us a little calendar fridge magnet which tells us which week we need to put which bin out at the start of each year.
And yes its free.
Oh, also, our council is one of the very few in Victoria (that ive noticed) that has recycling bins on the street next to rubbish bins.
