ughh the military part of this does make it harder. For the reason of being in such close quarters, people not wanting to discipline thier kids b/c thier never home ,rank, who knows who etc and sometimes location has alot to do with it. and MD sucks(Im from there and grateful to be away LOL) Thats so wierd you have to pay for the fence, I know in housing in VA (va beach, norfolk etc) its provided with the property. They have no programs or nothing that you can utilize? I know probably a dumb question but it was worth a shot. hopefully telling the kids your going to speak to thier parents will help, if not MAYBE you'll get really lucky and talking to the parents will help!! Good luck, such a crappy situation to have to deal with.

No advice but I can sorta relate. We have a fenced yard and yet the whole neighborhood feels it's ok to open our gate and play in our yard. I worry because we have an old swing set and even older trampoline and all I need is some dumb kid getting hurt and sueing us.
