slower boards. Move it to the top to catch ppl's eye. Change it every month or every other month?

That is a good idea! I think though rather than changing the order - which might be time consuming from an administrative point of view - why not just have an announcement spotlighting the featured board.

Excellent idea! And I think putting a link in a spotlight area is better than moving the board altogether!
