When I go into my profile I cannot edit my siggy nor do i see anything to even click on to do this. I also cannot receive or send PM's! HELP

Click on your User CP. On the left side you should have something that says "Settings & Options". Under that should be something that says "Edit Signature".

To enable PMs, click on your User CP, then go to "Settings & Options" and "Edit Options", then you'll be able to enable your PMs by putting a check in the box next to "Enable Private Messaging".
