I wanted to add a picture to the space right under my name - on the side panal I guess it's where my personal info is - but no matter what I try it won't work. Maybe I'm doing it wrong...so how would I go about doing it right lol?

Go to "my controls" ---->"Edit Avatar Settings"

My assumtion is that you are trying to change your "personal photo". That option is turned off for everyone.
