Answer:

you can find tickers from sites who create and host them. you can either do a search on Google. Or if you see a ticker you really like on another members signature you can click on the ticker and it will take you to the site.
then you just type in your details and you got a ticker.
Just put in the code they give you in your sigature.

I had trouble with this, so I thought I'd post what worked for me.

I chose the "...works with most sites that don't allow HTML." from the baby gaga website. Highlight that URL you get and enter it into the signature just like it says above.
"It worked for me! (cheesy smile)" haha
