I can kind of see the appeal, but I would never use it. Never met anyone with the name, though there is a town here in AZ called Thatcher.

I would never name my child after Margaret Thatcher!!, and I don´t think I´d be able to not think of her. I don´t imagine it will catch on in the Uk!!
