nmsaa--I just tend to shy away from "place" names. But I feel it is more of a girl name...

I had a dog named Dakota,,, but I still like it for a human name. I really like it for a girl.

I know a boy and a girl named Dakota and it fits them both perfectly, so either! If I personally was going to use it, it would probably be for a girl though.
