I've been off bcp for over a year now and every month I have the worst pms It starts on cycle day 17 and stops between cycle day 2 and 3.

Is this even possible or is it something else?

I could be something called PMDD (premenstrual dimorphic disorder). Its basically PMS on steroids. Your symptoms last longer and are more severe with PMDD than they are with PMS. Here is a great link with more info:
facts for health--premenstrual dysphoric disorder

In any case- you should contact your OB to discuss this as it could indicate other more serious issues, and there are meds to help regulate your cycles and symptoms as well.
