I think it is pretty much free to adopt a child from the state - the only thing you would need to pay in most cercomstance in a homestudy fee, lawyers, and court costs. I can't be sure for certian the exact cost - but I know it is dramaticlly lower then domestic infant adoption or internatonal adoption.

I work for an attorney in Texas. If you adopt in my county from child protective services it cost about $500 for a homestudy, $2500 for attorneys fees and about 500 for court cost. it usually takes at least a year from the time you foster a child, get the parental rights terminated before you can adopt here. I am sure all places are different but this gives you an idea.
I'm in CA, when my parents adopted my brother & sister they didn't have to pay ANY out of pocket fees. They also get an adoption assistance check in the mail each month for each child and will continue to until the kids are 18.
If you adopt a waiting child most states will cover all the legal fees etc. And like the other poster said some even send a check. If you are looking for a newborn in a domestic adoption that can start around $5,000 and go up from there depending on agency and location etc. Good luck!
I just recently finished the adoption process for my three kids from foster care. It is totally free. The ONLY thing you MIGHT have to pay for is the attorney fees....HOWEVER you will get that money back at the end of the year when you do your taxes. These fees are usually aroun $1500. CPS actually works well with our lawyer and paid the fees in advance for us...so we payed nothing. Let me know if you have any other questions.
