In our neighborhood, I live in a townhome, there are a ton of stray cats that just keep breeding and they live on the town home property. I had to see an tiny grey kitty with white stripes dead It was terrible!

You could call your local animal control or humane society and let them know about the feline over population... They may come out and set traps, catch the cats, and alter them.

That's really sad. I would maybe take Annie's suggestion and call animal control.

In most cases, animal control will take them to the pound, which will put a feral cat to sleep. Call around and see if there is a trap-nueter-return program in your area, or contact Alleycat Allies at http://www.alleycat.org.
I have recently fostered some semi-feral cats, got them altered, and found forever homes for them. The difference is the SEMI-feral. I had been feeding them for a couple of years. They got to be pretty friendly.

That isn't true of all locations. Her best bet would be to call the shelter and ask if they do trap, alter, and release.
