We've tried create training he just pees. We've tried letting him out every two hours even woke up to do it. We've tried changing his food several times. He refuses to bark or show any sign (except squatting or leaning forward to pee)... I don't know what to do anymore... we're thinking about a boarding school.

Make sure the crate isn't too big. It should be just big enough for him to lay down, stand up, and turn around in and make sure that all of the pee smell is cleaned out REALLY well otherwise he'll smell it and keep going in there also. Also maybe tie a bell to the door that you use to let him out to go potty and everytime you let him out ring the bel. I have heard many people say that this works well with their dogs.
