Pulling back the skin like that is considered retraction, just not fully. If it could go back or not doesn't matter. If you know your son can pee fine then she doesn't need to 'check' for anything....

That is fine, he may start to retract soon or not for years. All is normal. Whatever you do, do not let the Dr try and retract him at your well visit. The only person to retract should be your son...
