There are no decent options under $75 - sorry. :( I would recommend a combination seat which is a harnessed FFing seat that eventually turns into a booster. She probably has outgrown the Cosco one...

Nope. She can be as upright at 30 degrees but no more than 45 degrees. Once babies have good head control (6-8 months), they can be more upright. :)
