"Chan" is an honorific in Japanese, along with "san," "kun," and "sama," and are each used for different situations. So instead of saying "Mr./Mrs./Ms. (Last Name)," "(Last Name)-san" is what is normally said in Japanese (except when referring to oneself, in which case no honorific is used). "Chan" is usually used for children, and is often used after nicknames.
