Anyone have trouble establishing a milk supply?

Both times I tried BF, I had issues with milk supply. With Jonathan, he never latched on because he had a tongue tie and wasnt able to, and when we had it clipped at 3 days he was too used to the bottle. I tried pumping but never got more than 2 oz on each side. With Sarah, it seemed to go ok at first, but then she started sucking all the time and never seemed satisfied, and started losing weight so I had to supplement. Again even with her BFing and me pumping, I never got more than 2 oz each side. I really really want to succeed, and will be seeing a lactation specialist where I am delivering at...I am willing to try anything. So what I want to know is those that have BF before, especially those that had a hard time with getting a milk supply...what things did you do that worked or didn't work?

I had oversupply up until I had to get surgery to remove my appendix, and either one of the drugs they gave me or the time I spent away from my daughter really took a hit at my milk supply.
To get it back up I stayed well hydrated, nursed at least every two hours and took alfalfa and fenugreek. I heard oatmeal works great too. You may want to avoid using the pacifier for at least the first month as well, or it might interfere with establishing good supply.

DS was slow in gaining weight back after he was born. A LC told me to drink some malt beverages (like Ovaltine) to increase my milk supply.
