I HIGHLY recommend Stride Rites. I know they are expensive, but they really helped our oldest learn how to talk. She was 15 months when we bought her a pair and she walked a week later. They were soft, flexible, and velcroed, very easy fit.
If you look for sales you can get them pretty cheap. They were only $20 on sale/clearance.
I recommend getting a pair that will go with almost anything though, that way you get your moneys worth out of them.

Shoes from consignment shops! I have hardly bought new shoes at all because their feet grow so fast, the ones at consignment shops look barely used! And a lot of times you can find stride rite ones for under $8. I'm not really convinced on them as my son has had so many pairs of shoes and never was there a difference between stride rites and another for his walking but they do seem to be better quality then say a walmart brand of shoe.

I do like good shoes when they r learning to walk...my younger son had stride rites too...someone actually just gave me a pair for Emma...they are sandal like stride rites ...so cute!
