Anyone else have apathetic elementary aged students?

I'm partnered with another teacher (I do ELA, she does Math/Science) and we have a child who doesn't care. He is able based on class work and class tests but will not put forth effort of our county tests. He has dragged down the whole class average. His home life is horrible but I can't fix that. We send home food with him so he at least eats on the weekend. He eats at school. We're just so frustrated. We've held conferences with mom and grandma. We try to lift him up and let him know he CAN do this! If he continues bubbling without reading (Reading and Math tests), he's going repeat the grade due failing the state test.

I'm just frustrated. Thanks for letting me vent.
Mom to 4 girls - age 11 (1/05), 9 year old twins (1/07), 21 months (7/14) and baby BOY is due May 26, 2016.

Oh yeah, I've had kids like this. I've only had one that specifically did poorly on state tests (on purpose) and her home life was pretty good. I have had several though who are able to do classwork but choose not too. It's pretty sad!
