Hailey still has about 16 lessons left to do in math 1 and really is excited to start math 2 ( new stuff is always fun anyway would you make her finish the lessons from last year or move right into the new stuff?

It depends. Are the remaining lessons new information/concepts or review of things she's already learned? Does the next book begin with the same reviews or new concepts that build on things she hasn't learned yet? If the remaining lessons in book 1 are new concepts, then I would finish it before starting the next book, especially if book 2 begins with new concepts. I haven't even ordered Jack's next book yet. He still has about 13 lessons left in this year's book, but he needs to finish it before moving on because the next book will build on these 13 remaining lessons. That would be hard to do when he hasn't learned the information yet.

Are the lessons left going to be completely reviewed/re-taught at the beginning of the next book or will the next book start with new stuff? If I am remembering right you use Saxon. I'm not sure how they do reviewing of things. Also, if it is reviewed but not completely retaught would that be a problem for her or would she pick it up quickly without complete lessons?

I would say that she needs to finish the old book. In Saxon, even though there is a lot of review, each new lesson has a new concept.
Madison is a bit behind too and will have to finish last year's book before starting a new one. I really think she should finish the book.
