That makes no sense; if Pakistan and Nigeria aren't able to account for the money, then obviously it did end up in someon's pocket.

Anyone else find it interesting that developed nations have to pay for vaccines, while these countries are being paid to vaccinate their children? I was reading a while back how the rotavirus vax is mandated in the US in order to offset the cost and make it affordable to underdeveloped nations (where rotavirus is deadly because of the lack of clean water to keep a sick child hydrated during the illness), but this is the first I've ever heard of countries recieving financial incentive to vaccinate
