How do I make a transparent image?

I have photoshop elements 5.0 and I am having trouble with a little something...
I want to make a new easter siggy,and I would like to make the background into a suttle semi transparent image,but I cant find anywhere on there that does that.
I can see where image can be lightened,changed colours etc,but how can I turn a regular bold photo into a transparent image?
HELP!!!! lol.

You can adjust the opacity of an image. That will make it more transparent. Let me install elements again and see where to do that. On photoshop, it's in the layers palette.
