a lot of people like new siggies after a holiday is over and they don't even think of the 14 day limit between requests once they decide the holiday is over and they want a non-holiday themed siggy. I'm hoping this will help with any confusion and so that neither the siggy makers or requesters end up getting hurt feelings if they request before the limit.
